- Preheat oven to 425°F (220°C). Line a baking sheet with parchment paper.
- In a bowl, whisk flour, baking powder, and salt.
- Cut cold butter into the flour until the mixture resembles coarse crumbs.
- Gently fold in diced ham and shredded cheese.
- Add milk or buttermilk and stir just until a soft dough forms.
- Turn dough onto a floured surface and gently pat to about 1-inch thickness.
- Cut into rounds and place on the baking sheet.
- Bake for 15–18 minutes, until puffed and golden.
- Cool slightly and serve warm.
