Marinate the Steak
In a bowl, whisk all marinade ingredients. Add steak, coat well, and marinate for at least 20 minutes (up to overnight).
Cook the Rice
Prepare rice according to package instructions. Fluff and keep warm.
Cook the Steak
Heat a skillet or grill pan over high heat. Sear steak 3–4 minutes per side until caramelized. Rest 5 minutes, then slice thinly against the grain.
Make the Spicy Cream Sauce
Mix all sauce ingredients until smooth. Taste and adjust spice or sweetness.
Assemble the Bowls
Divide rice between bowls. Top with steak, vegetables, drizzle with sauce, and garnish with green onions and sesame seeds.
