Preheat oven to 180°C / 350°F. Grease a baking dish and set aside.
In a large skillet over medium heat, cook ground beef until browned, breaking it apart as it cooks. Drain excess grease.
Season beef with garlic powder, onion powder, paprika, salt, and pepper.
Stir in cream soup and milk (or broth) until smooth and creamy.
Fold in the cooked pasta or rice until evenly coated.
Transfer mixture to prepared baking dish and spread evenly.
Sprinkle cheddar and Monterey Jack cheese over the top.
Bake uncovered for 20–25 minutes, until bubbly and golden.
Let rest 5–10 minutes before serving.
